1. Consider and report to the Parliament on all matters referred to it, as provided for by – the Standing Orders the Parliament - (iii) the Minister. (iv) on its own initiative.
2. Consider any matters of national importance within its jurisdiction and functions and report thereon to the Parliament in accordance with the Permanent Parliamentary Committees Act, and
3. Report on the functions of the Ministry as are determined by a resolution of the Parliament from time to time.

The committee shall consider and report on any public work that is referred to it, subject to the provisions of the Public Works Committee Act 1964. A public work includes any work that is a continuation, completion, repair, reconstruction or extension of a public work. The committee can only report on public works that are referred to it by either the Parliament or the Minister.
The National Executive Council is required to consult with the committee, in accordance with section 209(3) of the Constitution, prior to the council preparing any budget or appropriation for submission to the Parliament, though, this subsection does not confer any right or impose any duty of consultation after the initial stages of the preparation of the budget or appropriation.
SO24E states that the functions of the Foreign Affairs and Defence committee are to have general responsibility concerning matters relating to foreign affairs and defence. The committee examines foreign affairs and defence matters referred to it by the Parliament, the Minister for Foreign Affairs or the Minister for Defence. The committee may also investigate and report on other foreign affairs and defence matters as it considers appropriate.
The functions of the committee are to: meet as and when required to fix the pensions and retirement benefits of Members of the National Parliament, and ensure that the Parliamentary Members’ Retirement Benefits Act 2002 is properly administered by the Board established thereunder, and examine the provisions of the Parliamentary Members’ Retirement Benefits Act 2002 and to examine the intention of the motion passed on 14th August 1980 by the Parliament, and to decide whether any changes need to be proposed, and ensure that any determination is kept within the framework of pensions and retirement benefits applicable to others in the community and at the same time take into account the fact that the reason for giving Members these benefits is to give them no reason for using their office whilst Members to gain an unfair advantage over other members of the community, and ensure that before each national election all necessary determinations have been made and the Parliamentary Members Retirement Benefits Board is ready to pay out monies to members retiring or who lose office in the election, and operate with the Salaries and Remuneration Commission to ensure that there is no overlap in determinations made by the two bodies.
The committee’s functions are: to consider all emergency laws and orders that are proposed by the government, and during a declared national emergency, to present a statement to each sitting of the Parliament on the declared national emergency, the justification and operation of emergency laws, whether the laws should be altered, and any other related matters.
Section 37 of the Parliamentary Powers and Privileges Act 1964 states that the functions of the committee are, from time to time to consider and set out in a report presented to the Parliament the general principles on which there should be determined the days on which, and the periods during which, the debates or proceedings of the Parliament may be broadcast, and determine the days on which, and the periods during which, the debates or proceedings of the Parliament may be broadcast, in accordance with the general principles, and determine the conditions on which a broadcast may be made of a portion of the debates or proceedings of the Parliament.
Standing Order 24B(3) states that the Appointments Committee has responsibility concerning: appointments to offices (including officers as members of committees and commissions), and the creation of offices and other act or thing provided for or required by the Constitutional Laws and Acts of Parliament to be made or done in consultation with the appropriate permanent parliamentary committee.
